I picked up a pack of drumsticks (chicken legs) at HEB for $1/pound. I figure they cost about $0.34 per drum stick. Pretty cheap! But how to cook them?
Try Chicken Adobo. It's very simple to make and uses only a few ingredients. First mince 3-4 cloves of garlic and brown in oil. In a separate pan, mix equal parts of water and vinegar (probably about a cup each, or just enough to cover your chicken in the pan). Add soy sauce (use half the amount you used of water and vinegar and be sure to buy the low sodium variety), add fresh peppercorns (use as many as needed for flavor desired....probably ~1/4 cup). Bring to a boil, then let simmer for ~ 1 hour. It tastes better the second day after it has marinated in the refrigerator overnight. The other option is to mix all ingredients in a bag and marinate first overnight. The next day, bring to boil, and let simmer for ~1 hour.
If the soy sauce is too expensive, you can always bake the chicken instead. Just add a few pats of butter before putting it in the oven to keep it moist while cooking.

I think the soy would be prohibitive unless I was making a good sized batch. Might grill?
